A PDF records where each glyph sits on the page and keeps no paragraph structure to copy. The converter reads the text layer together with its coordinates, groups fragments into lines by vertical spacing, joins lines into paragraphs, then writes those blocks as Word paragraphs, headings and lists.
Born-digital PDFs, meaning anything exported from Word, Google Docs, Pages or a report generator, carry a text layer and convert cleanly. Multi-page documents, pages mixing text with images, and non-Latin scripts such as Devanagari, Thai and Vietnamese are handled as text rather than as pictures. A glyph the PDF never maps to Unicode is dropped rather than guessed.
A scanned page is a photograph of text with no extractable characters, so there is nothing there to rebuild into a paragraph. Detection runs first: an image-only document is reported as needing OCR instead of being handed back to you as an empty Word file.
Flowing content survives best. Two-column layouts, sidebars, captions and precise absolute positions become flowing text, and some fonts are substituted when the original faces are not installed on your machine. Anything that depends on exact placement is worth re-checking afterwards.

That is the design. Multiple files are processed one after another, each keeping its original name with a .docx extension, and the whole batch can be downloaded as a single ZIP.
The .docx format is the standard Word document format, so it opens in Microsoft Word, LibreOffice Writer, Google Docs and Apple Pages without any intermediate step.
That is the point of converting. Once the file is a Word document you can edit the text, move images, apply your own heading styles and export it back to PDF when you are done.
