Why the two formats behave differently

A PDF is a fixed canvas: every character is drawn at an absolute position and nothing knows where a sentence ends. A Word document is a flow of paragraphs that re-wraps to fit the page. Converting is a translation between those two models, which is why structure has to be inferred rather than copied.

Checking the result

Read the first page and the last page closely. Text should form complete paragraphs with ordinary spacing, headings should be recognisable as headings rather than merely larger lines, and lists should have kept their bullets. A paragraph broken mid-sentence usually means the source PDF carried a hyphen or a column break there.

When a scanned page comes back empty

A scanned PDF stores a photograph of the text rather than the text, so a converter that extracts characters has nothing to work with. The converter reports that case instead of handing you a blank document. The fix is to run OCR first, or to use a tool built for scanned input.

Other problems worth knowing about

A password-protected PDF stays unreadable until the password is removed. Very large files can exhaust the browser's memory before finishing. Missing fonts get substituted, so the result can look different, and a glyph the PDF never maps to Unicode is dropped rather than guessed.
